Housing 21’s Holm Court Extra Care scheme in Suffolk has been rated Outstanding by the Care Quality Commission (CQC), following an inspection in April.
The rating is the highest awarded by the regulator and marks a continued improvement for the Extra Care service, which provides 32 flats with support, following a previous Good judgement in its last review in 2017.
The inspection recognised the quality of care provided at the scheme, the strength of leadership and a focus on helping residents maintain independence, choice and dignity.

It reflects the dedication of our colleagues and the high-quality care and support residents receive every day. This achievement is a testament to the commitment of those who work so hard to make sure people are treated with kindness, respect and compassion.”

In CQC’s Overall Service Commentary report, inspectors highlighted the compassionate approach of colleagues, the involvement of residents in shaping and reviewing their care, and effective partnership working to deliver positive outcomes.
Importantly, the report also noted a strong learning culture, with clear processes for raising concerns, investigating incidents and reducing the risk of recurrence.

Outstanding ratings are few and far between, and this recognition reflects the team’s commitment, professionalism and focus on helping people live well and independently. It is something everyone involved should feel incredibly proud of and take time to celebrate.”
The CQC said people using the service consistently received care that promoted wellbeing, privacy and independence, with leaders described as visible, knowledgeable and supportive, reflected in Holm Court achieving 100 percent satisfaction in their most recent published satisfaction survey.
Hazel Roberts, CQC deputy director of adult social care in the east of England, said: “When we inspected Housing 21’s Holm Court, we found a service where people were truly at the heart of everything staff did.
“Staff treated people as individuals and tailored care around their needs, preferences and routines. Care plans included people’s backgrounds, life histories, interests and personal goals. Staff knew people exceptionally well and used that knowledge to provide highly personalised care.
“All of the staff at Housing 21 should be really proud of the exceptional care they delivered. Other adult social care services should look at this report as an example of outstanding care, to promote improvements across the sector and to support people to lead their best lives.”
Holm Court is located in Kesgrave, near Ipswich, and provides Extra Care housing for older people, combining independent living with access to tailored on-site care and support. Housing 21 is one of the leading providers of Extra Care and Retirement Living for older people in England.
